The best spell combos in D&D 5e often involve some way to immobilize the enemy and then deal damage, or making movement hurt and forcing the enemy to move. It therefore can't be twinned. I’d argue that if you’re asking him for clarification it’s more about his intelligence as a game designer and game master then just us the person who wrote it since he has said many times he will not change rules on Sage Advice. He knows how the rules of the game, which he kinda designs, are intended.to be fair, twinned spell specifically says “incapable of targeting more than one creature.” Dragon’s breath, at casting, targets one creature.
So since the Dragon's Breath spell only ever targets the one creature who I cast it on, it can be twinned and both recipients can use the effects?Dragon's breath can affect more than one creature with the exhalation.
One possible reading of Twinned Spell is to argue that because Hex cannot affect multiple creatures at once, it is therefore eligible to be Twinned. That's how RAW works in 5E, when it tells you things not when you infer them out of the aether and there isn't a little note saying no that doesn't work.
